In the same meeting, Gary Conille, the interim Prime Minister of Haiti, appealed for increased international support for the International Security Support Mission (Mmss) and for bolstering efforts against gangs that were initiated in July. He expressed concern, stating, “We are far from winning this battle. The mission is not adequately equipped to manage insecurity and will need more support, assistance, and accompaniment if we are to succeed.” Additionally, U.S. Secretary of State Antony Blinken announced that the United States will provide an extra 160 million dollars in economic, health, and security assistance to Haiti. This brings the total U.S. aid to Haiti since the onset of the crisis in 2021 to 1.3 billion dollars. Blinken also mentioned the imposition of sanctions by the U.S. government against former Haitian deputy Prophane Victor for his involvement in the formation, support, and arming of gangs committing serious human rights violations, as well as sanctions against Luckson Elan for related violations in the Artibonite department of Haiti.
